“The administrative and executive head of each constituent institution (of The University of North Carolina) shall be the chancellor, who shall exercise complete executive authority therein, subject to the direction of the President (of The University of North Carolina). The chancellor shall be responsible for carrying out policies of the (UNC) Board of Governors and of the Board of Trustees (of Fayetteville State University).”
