Facilities/Grounds Rental Policy

Fayetteville State University (FSU), as a public institution, is willing to allow its facilities and grounds to be used by various community groups and organizations under certain conditions. To the extent that space is available and subject to reasonable procedures for reservation, FSU will allow organizations to campus for their meetings/events when their work is compatible with, or supplementary to the educational purpose of FSU. Attendance at any event or meeting may not be restricted on the basis of race, sex, color, religious preference, handicap or national origin.

A group utilizing FSU's facilities shall in no way violate any policy or regulation of FSU. All organizations are expected to follow the specific rules and regulations governing the facilities or grounds being used. The following regulations apply to all use of FSU's facilities:

I. DEFINITIONS

A. Day shall mean calendar day.

B. Non-Profit Organization shall mean unaffiliated groups whose purpose is of a charitable nature.

C. Other Organization shall mean an unaffiliated group not defined as a non-profit or public organization.

D. Public Organization shall mean an unaffiliated group that is a division or department within a state, county or city governmental agency.

E. Unaffiliated Group shall mean a group that has no official connection with FSU, even though some of the members or participants may be FSU personnel or students.

F. University Affiliated Group shall mean a group that is a part of the University such as a department or unit of FSU or a student group which has received official recognition from the University through the Division of Student Affairs

II. UNIVERSITY AFFILIATED GROUPS

A. University affiliated groups shall have priority in reserving campus facilities. Requests by University affiliated groups for the use of FSU facilities (except Capel Arena) for campus events should be addressed to Ms. Peggy Clark, Facilities Coordinator. Requests by University affiliated groups for the use of Capel Arena for campus events should be addressed to Mr. Bobby Henderson. Reservations for FSU facilities must be made at least fifteen (15) days prior to the scheduled event. Failure to reserve the facility at least fifteen (15) days prior to the scheduled event may result in a denial of the request.

B. Cancellations must be made at least ten (10) days prior to the scheduled event. A failure to cancel in a timely manner may lead to a denial of a request to use a facility in the future.

C. University affiliated groups will not be charged for the rental of a facility. However, these groups will be expected to pay for all other charges (e.g., public safety, event staffing, cleanup, etc.) Please see the schedule of costs in Attachment A.

III. UNAFFILIATED GROUPS

A. Requests by unaffiliated groups for the use of FSU facilities (except Capel Arena) for events should be addressed to Ms. Peggy Clark, Facilities Coordinator. Requests by unaffiliated groups for the use of Capel Arena for events should be addressed to Mr. Bobby Henderson.

B. FSU reserves the right to deny any request for the use of its facilities that conflicts with the educational mission of the University or which may present an unreasonable risk of harm to persons or property.

C. Reservations for FSU facilities must be made at least thirty (30) days prior to the scheduled event. Failure to reserve the facility at least thirty (30) days prior to the scheduled event may result in a denial of the request.

D. Cancellations of reserved areas must be done at least ten (10) days prior to the scheduled event. If the event is not timely canceled, the full rental charge will be applied.

E. Public Organizations will not be charged for the rental of a facility if no fee is being charged by the public organization for the event. Public organizations who are charging a fee will be charged the non-profit rental rate. Also, these groups will be expected to pay for all other charges (e.g., public safety, event staffing, cleanup, etc.) Please see the schedule of costs in Attachment A.

F. Non-Profit and Other Organizations will be charged for the rental of a facility and other costs associated with such rental (e.g., public safety, event staffing, cleanup, etc.) However, non-profit entities will receive a reduced rental rate. Please see the schedule of costs in Attachment A.

G. Unaffiliated groups must designate a responsible officer or member to sign the contract provided by FSU.

H. The original contract must be submitted to Ms. Peggy Clark or Mr. Bobby Henderson (for the rental of Capel Arena) no later than fifteen (15) days prior to the scheduled event. If required, a deposit and/or proof of insurance must be submitted at the time the signed contract is presented. Usage will be denied if the contract, deposit and/or proof of insurance have not been received within that time period.

I. All amounts are due and payable prior to the scheduled event.

J. Unaffiliated groups must agree to abide by all applicable University policies and rules including, but not limited to, all non-discrimination, sexual harassment, and alcoholic beverage policies.

K. University equipment (such as projectors, microphones) may not be used by unaffiliated organizations except in cases where the unaffiliated organization has contracted with FSU to provide such equipment. Please see the schedule of costs in Attachment A.

L. NO FOOD shall be provided by FSU or consumed on its premises.
