Your Retirement Benefits Handbook: The new 2003 editions of "Your Retirement Benefits" handbook for State and Local
employees and State and Local law enforcement officers have been completed and are now on the Department of State
Treasurer, Retirement Systems Division web site at www.treasurer.state.nc.us.
Each handbook provides a current description of the Retirement System benefits structure and includes updated information
and changes resulting from legislation enacted by the 2002 session of the North Carolina General Assembly.
Due to budget constraints, handbooks will not be printed and mailed to employers for distribution to members this year.

Dear North Carolina State and Local Government Employees:
On behalf of the Board of Trustees governing the Retirement Systems, I am excited to
announce that the NC 401(k) plan will be administered by Prudential Retirement Services beginning in
September 2003. This change will mean a higher level of service and a 24 percent reduction in fees
for members of the 401(k) plan, such as yourself. Prudential’s team will include
twelve field staff working across North Carolina, all of who will be licensed to offer financial education to members of the
plan. Prudential will also offer GoalMaker, an easy-to-use program, which will help members in selecting a mix of
investments for their retirement portfolio.
The current 401(k) administrator, BB&T, will begin working with the State Retirement System
and Prudential immediately to ensure a smooth transition in September. BB&T has been a strong
partner of the State Retirement System since the inception of the 401(k) plan in 1985 and we are
grateful for their work in building the plan into the valuable resource it is today.
The State is required to put out to bid the 401(k) contract approximately every five years. As
mandated by law, the State undertook a competitive bidding process, during which it evaluated a
number of company proposals. In making this decision, the Board of Trustees considered several
factors: cost to the member, customer service, investment choices and available technology. When
the process concluded, Prudential Retirement Services emerged as the best value for 401(k)
plan members by offering more services at a lower cost.
Since the transition will not take place until September, members do not need to take any
action now. In partnership with the State Retirement System, Prudential will begin an aggressive
communications effort to inform current and prospective members of the change and the opportunities

DESCRIPTION OF WORK
The employee will operate all grounds maintenance equipment including mowers, edgers, hedge trimmers, etc. Assist in providing general lawn care throughout the campus, which includes seeding, fertilizing, mowing, trimming, applying pesticides, herbicides, fungicides to treat and cultivate plants and shrubbery. The employee will serve as a team leader in developing landscape areas. This position requires work to be accomplished during adverse weather and when the university is closed because of natural disasters and emergencies.
MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS
Completion of grammar school and two years of progressive experience in the planting, cultivation, and care of shrubs, trees, plants and grasses. Additional experience can be substituted for all or part of the educational requirements.
PREFERRED EXPERIENCE: Completion of a certificate course in horticulture, which includes knowledge of proper chemical mixture and application. Must be able to lift 50 pounds. Must possess a valid North Carolina driver's license.
