Fayetteville State University provides a comprehensive benefits package for employees and their dependents. Many of the benefits are derived from The State of North Carolina General Statutes, policies and regulations promulgated by the General Administration of The University of North Carolina, and/or the language of specific insurance contracts or policies. The NC State Health Plan is a "self-insured" plan that offers three preferred provider organization ("PPO") plans. PPO plans offer the freedom of choice among in-network providers, lower out-of-pocket costs, and a strong emphasis on preventive health. Two of the plans, the Consumer-Directed Health Plan ("CDHP") and the Enhanced 80/20 Plan, offer financial incentives for taking steps to improve your health.

Health Insurance Marketplace Notice


NC Flex is a benefits program administered by The NC Office of State Human Resources to provide a variety of plans to meet the health insurance and income protection needs of you and your family. The cost of coverage is paid through payroll deduction before taxes are withheld. This reduces your taxable income, which in turn reduces your state and federal income taxes, and your Federal Insurance Contributions Act ("FICA"). 

The NC Flex Program offers you the following benefit plans:

New: UNC Retirement Plan Changes!

Mandatory Retirement Plans ("TSERS" / "ORP")

As a Fayetteville State University employee, you must enroll in either The Teachers and State Employees Retirement System ("TSERS"), or The Optional Retirement Program ("ORP"). These two plans are designed to provide retirement income, along with The University's supplemental retirement plans and social security benefits. Although you and the University share the cost of each plan, each plan works differently.

Mandatory Retirement Plan Election Form

  • Unreduced retirement benefit at: any age with 30 years of service, age 60 with 25 years of service, and age 65 with 10 years of service (if hired on or after August 1, 2011). 
  • Reduced retirement benefit at: Age 50 with 20 years of service, and age 60 with 10 years of service (if hired on or after August 1, 2011). 
  • Death benefit after one year of membership service is equivalent to one year of salary, but no less than 25,000 and no more than $50,000.
  • Employee contributes 6%

0.16% - Death Benefit Trust Fund
0.41% - Disability Income Plan
0.01% - Qualified Excess Benefit Arrangement

*The employer contribution for Law Enforcement Officers includes an additional 5% toward the NC401 (K) Plan.

Phased Retirement Program

The UNC Phased Retirement Program (PRP) is designed to provide an opportunity for eligible full-time tenured faculty members to make an orderly transition to retirement through half-time service, as reflected in the PRP policy and guidelines.
