SUBJECT: Employee Assistance Program
(EAP) Changes
As a result of the extreme budget issues confronting the State
of North Carolina, the Office of State Personnel (OSP) has made a decision to
phase out the self-referral component of the Employees' Assistance
Program. Effective immediately, employees will need to access the OSP
website below for a list of providers and resources that may help in their
efforts to have personal issued addressed:

We will continue to provide assistance and support through our
Employee Assistance Program for those employees subject to reduction-in-force.
Be reminded that employees may contact their primary care physician
who can treat them or refer them if necessary to a mental health provider.
The State Health Plan offers benefits for mental health and chemical dependency
treatment subject to deductibles and coinsurance requirements. The first
26 visits for mental health services do not require advance approval.
Other mental health benefits, however, do require approval in advance by the
Mental Health Case Manager who can be reached at 1-800-367-6143. A summary

This information will hopefully meet the needs that you may
have for seeking professional services to resolve problems and conflicts of a
personal nature you may be experiencing. In some cases, supervisors may
need to refer an employee to the EAP as a management-directed referral to
ameliorate workplace conflict, unacceptable conduct, or deficient
performance. Supervisors will soon receive a separate communication
describing management-directed referrals along with the primary components of
our newly restructured Employee Relations Program.
