Commissioning Solicitation Advertisements
Fayetteville State University (FSU) is accepting proposals for a Commissioning Team for Rudolph Jones Student Center Renovation and Expansion until 5:00 PM on October 20, 2011 in the Facilities Management Office, Fayetteville State University, 1200 Murchison Road, Fayetteville, NC 28301. This project is for renovation of existing 69,000 SF and addition of 40,000 SF to the student center. Functions currently in the student are food service, post office, card office, office and meeting spaces. It is planned to increase food service, add the bookstore, ballroom/conference spaces, and other student related functions with an estimated construction budget of $17,000,000. It is planned that the building will be LEED Silver. The commissioning team will provide services to comply with both North Carolina Senate Bills 668 and 1946, and with Fundamental and Enhanced Commissioning requirements as defined in the USBGC LEED Rating System version 3.0. The team may also be utilized for envelope commissioning and to provide other related services. The selected team will work closely with the architects and the CM @ Risk to deliver a fully commissioned building that provides optimum energy efficiency, indoor air quality, occupant comport and minimal operation and maintenance costs. Proposals shall be limited to 20 pages (8½ X 11). Fayetteville State University is accepting proposals for a Construction Manager at Risk for Student Center Renovation and Expansion until 5:00 PM on October 20, 2011 in the Facilities Management Office, Fayetteville State University, 1200 Murchison Road, Fayetteville, NC 28301. This project is for renovation of existing 69,000 SF and addition of 40,000 SF to the student center. Functions currently in the student are food service, post office, card office, office and meeting spaces. It is planned to increase food service, add the bookstore, ballroom/conference spaces, and other student related functions with an estimated construction budget of $17,000,000. It is planned that the buildings will be LEED certified. Firms should have experience in renovation, construction of food service, retail, and conference facilities, LEED certification, and Building Information Modeling (BIM). Proposals shall be limited to 20 pages (8 1/2X11). Project Name: Annual Open-ended Service Agreement (Designer Solicitation)
Closing Date: September 14, 2011 (Due by 5:00 PM to be considered).
Project Description: Annual Open-ended Service Agreement for Design and Engineering Services during 2011-2012. Services for small projects on an as-needed basis for the disciplines listed below. Each project budget (includes design, construction and contingency) is not to exceed $500,000.

5. Mechanical, Electrical, Plumbing, Commissioning and Fire Protection Engineering

Critical Selection Factors: Interested firms can participate in the process by submitting a current SF-254 Form (one original only) and addressing the following in a written proposal. Please note that only one copy of the proposal is requested and the length should be limited to five (5) pages (Exclusive of the SF 254 Form). Firms are requested to assure receipt of proposals at address listed below by 5:00 PM, September 14, 2011. Note: In order to offer architectural or engineering services in response to this solicitation, the proposer must be licensed in the State of North Carolina.
1. Experience and expertise with similar projects, highlighting projects with the UNC System and other North Carolina state agencies
2. Past performance on similar projects
3. Adequate staff with appropriate experience and training
4. Historically Underutilized Business (HUB) and/or Minority Business Enterprise (MBE) representation

Designer Selection Process: Following the receipt of proposals, a University Selection Committee will shortlist, possibly interview and make a recommendation of selection to the Chancellor and University Board of Trustees.

Washingtion Drive Mixed Use RFP
Response to this Request for Proposals (RFP) serves as the next step in the process of selecting a Developer for this project. The primary goal and outcome expected for this process is to identify a private partner that will assist in creating a strategic framework for the targeted development site as a mixed-use center for innovation serving the needs of Cumberland County (County), the City of Fayetteville (City), and FSU. The development site is comprised of approximately 20 acres including the Washington Drive School site, which will be owned by FSU or one of its affiliated entities, and adjacent properties owned by the City and County. RFQ Addendum:
This addendum relates to Section VI Selection Criteria and Process of the RFQ released on June 29, 2011. Due to the high volume of calls related to process outlined in the original document please note the following changes:
Selection Process
A short-list of selected candidates from the submittals of Statement of Qualifications will be invited on July 15, 2011 to participate in a Request for Proposal (RFP) with specific development vision for the sites. We are looking for candidates who are experienced developers and can serve as our subject-matter experts as we move through this process. Therefore we will not shorten the time allowed to respond to the RFQ. RFP-selected teams will be invited to make a presentation of their development ideas and intent as well as possible options for the financial structure of the project. It is not the intention of the University to request Developers to provide a fully articulated financial arrangement or plan at that time, but rather a reasonable outline of intent and feasibility for FSU to consider. Upon review of qualifications and proposals and completion of interviews, the University and FSUDC intends to select a qualified developer for this project and enter into negotiation for the handoff of the selected parcels by means of a long-term ground lease or a short-term ground lease with option to purchase or a purchase contract under terms and conditions to be released at that time.
