Chapter 33 - Post 9/11 G.I. Bill


The Post 9/11 GI Bill is for individuals with at least 90 days of aggregate service on or after September 11, 2001, or individuals discharged with a service-connected disability after 30 days.

Benefit Guide: 

1.  Complete or Submit Paperwork

If you have not applied for the Post 9/11 GI Bill before please start at "A". If you have applied and received a Certificate of Eligibility (COE) or Award Letter please start at "B". 

A. Complete VA Paperwork

Go to the VONAPP web site and fill out the appropriate form (see below). Once you fill out the online form and submit it, you will need to print a copy and send it to FSU VA office where it will be kept file. To verify you have successfully submitted your form to the VA, a confirmation number will appear on the bottom of each page of the form you print out to send us.

  • 22-1990 - Use if you are applying for the Post 9/11 GI Bill for the first time.
  • 22-1995 - Use if you have used your benefits at another institution and would like to transfer to Fayetteville State University, as your primary institution or if you have changed your program (major).
  • 22-1990e – Use if you are a dependent applying to use a service members' benefits. 

B. Submit copy of Certificate Of Eligibility (COE) or Award Letter

If you have already applied for the Post 9/11 GI Bill and the Department of Veterans’ Affairs has sent you a Certificate of Eligibility (COE) or an Award Letter, you must submit a copy to FSU VA office.

2.  Complete and send us the Post 9/11 GI Bill

  • Once we receive a copy of your VA form, COE, or Award Letter

3.  The V.A. certification process begins.

  • Once you have enrolled in courses, notify the V.A. office representative.  

Note:The COE and Award Letter will be sent directly you, not Fayetteville State University.
It is your responsibility to forward the documentation to the VA Office. The Award Letter and Payment will not be received until the VA processes your enrollment certification (22-1999).

  • The Veterans Affairs Office will submit the enrollment certification via VA-Once to the V.A. after we have received your VA form/COE.

4.  VA processes enrollment certification and releases funds

  • The VA will process our enrollment certification and will release funds for tuition and fees to FSU. 
  • The VA will also release the funds for the books and the living stipend (BAH) if the student is eligible. The books stipend and BAH are paid directly to you based on the information given to the VA (i.e. address or bank information on VONAPP or application form).

5.  Review for the Post 9/11 GI Bill

  • Includes information about the Books and Supplies Stipend, BAH, and more.
