Wanda L. Jenkins
General Counsel and Vice Chancellor for Legal, Audit, Risk and Compliance
Wanda L. Jenkins currently serves as the General Counsel and Vice Chancellor for Legal, Audit, Risk, and Compliance. She began her service with FSU as the University's Legal Counsel and has served as Chief of Staff at FSU. Before joining FSU, Ms. Jenkins served as a Business Officer and later the Associate University Counsel at North Carolina State University and as a Financial Analyst at Cornell University.
Ms. Jenkins is a member in good standing of the North Carolina State Bar. She is also a member of the North Carolina Bar Association and the National Association of College and University Attorneys.
Ms. Jenkins received a B.B.A. in Accounting and an M.B.A. from Howard University, and a J.D. from Howard University School of Law.
Benita “Angel” Powell
Associate Vice Chancellor and Deputy General Counsel
Benita “Angel” Powell currently serves as the Associate Vice Chancellor and Deputy General Counsel. Ms. Powell joined Fayetteville State University in 2008. Prior to joining FSU, she worked as General Counsel for Health Care Connections, Inc. and served as an Associate Attorney at Kilpatrick Stockton LLP.
Ms. Powell also serves as FSU’s Pre-Law Advisor and is chair of the Pre-Law Advisory Board. She represents FSU on the Southern Association of Pre-Law Advisors where she serves on the Board of Directors. Ms. Powell has also served as a board member of the Pre-Law Advisors National Conference.
Ms. Powell is a member in good standing of the North Carolina State Bar. She is also a member of the North Carolina Bar Association, the Board of Paralegal Certification, the National Association of College and University Attorneys, and the Cumberland County Bar Association where she served as a member of the Board of Directors.
Ms. Powell received her B.A. degree from Duke University, her J.D. degree from Washington University, and her M.P.H. degree from the University of North Carolina at Chapel Hill.
Chief Roberto E. Bryan Jr.
Associate Vice Chancellor for Police and Public Safety / Police Chief
Roberto E. Bryan Jr. joined Fayetteville State University as the Associate Vice Chancellor/Chief of Police for the Department of Police and Public Safety in June 2022. Chief Bryan has nearly 30 years of law enforcement experience having served with the City of Durham Police Department, the U.S. Drug Enforcement Administration, and the Fayetteville City Police Department.
Chief Bryan is a member of the International Association of Chiefs of Police (IACP), the National Organization of Black Law Enforcement Executives (NOBLE), and serves on the Executive Board of the North Carolina Police Executives Association.
Chief Bryan is a graduate of the Police Executive Research Forum’s Senior Management Institute for Police and received his Advanced Law Enforcement Certificate from the NC Department of Justice Education and Training Standards Commission.
Chief Bryan received a B.S. in Criminal Justice from East Carolina University and will complete his M.S. in Criminal Justice from Fayetteville State University in December 2023.
Jesse Chroman
Director of Internal Audit
Jesse Chroman joined Fayetteville State University in November 2023. Throughout his 15 years of professional experience, he has served multiple UNC System Institutions in public accounting, auditing, and operational roles.
Mr. Chroman received a B.S. in Accounting from The College of New Jersey and a M.S. in Business Analytics from the University of North Carolina Wilmington.
Elizabeth Hunt
Assistant Vice Chancellor for Risk and Compliance / Chief Title IX Coordinator
Elizabeth “Beth” Hunt joined Fayetteville State University in September 2021. Prior to joining Fayetteville State University, Ms. Hunt served as the Chief Compliance Officer at UNC Health Southeastern, where her oversight responsibilities included compliance, ethics, privacy, code of conduct, policy management, and auditing.
Ms. Hunt is a member of the NC Bar Association and is a trained internal Investigator, an Advanced Title IX Investigator, and a certified Leadership Professional in Ethics and Compliance (LPEC).
Ms. Hunt received a B.A. in Political Science from the University of North Carolina at Pembroke and her J.D. degree from the University of North Carolina at Chapel Hill School of Law.
Terrance Robinson
Assistant Vice Chancellor for Legal, Audit, Risk and Compliance
Terrance Robinson currently serves as the Assistant Vice Chancellor. Prior to serving as the Assistant Vice Chancellor, Mr. Robinson held other roles at FSU including serving as the Assistant Director of the Chancellor’s Scholarship Program, Legal Assistant/Paralegal, Budget Manager, and Special Assistant to the Chancellor.
Mr. Robinson serves as a scoutmaster with the Boy Scouts of America and serves as the Minister of Music at Andrews Chapel Missionary Baptist Church.
Mr. Robinson received a B.A. in History from Fayetteville State University and a certificate in Paralegal Studies from North Carolina State University.
Jeffery Womble
University OMBUDS
Jeffery M. Womble currently serves as the University Ombuds. Prior to serving as the Ombuds. Mr. Womble previously served as the Associate Vice Chancellor for Communications for 18 years and more recently as the Senior Advisor to the Chancellor. For nearly 22 years prior to being employed at FSU, Mr. Womble served as a reporter and editor at The Fayetteville Observer where he won awards for writing.
Mr. Womble’s community work includes membership in the Fayetteville Police Department Foundation Board of Directors. He is also a 34-year member of Alpha Phi Alpha Fraternity, Inc. His work for the fraternity includes serving as an advisor for the Epsilon Zeta Chapter at FSU, and he also holds the distinction of chartering the Phi Gamma Chapter of Alpha Phi Alpha at Methodist University.
Mr. Womble served as co-executive director and a member of the Miss Fayetteville Scholarship Pageant Board of Directors for 18 years. During that time, his name appeared on the list of recommended chief judges for Miss America Preliminary Pageants. At FSU, he is the interview coach for the Mr. and Miss FSU contestants where the award given to the contestant who scores the highest in the interview, is named after him.
Mr. Womble is a native of Fayetteville, North Carolina and a 1982 graduate of Cape Fear High School. He received a B.A. in English Language and Literature from Fayetteville State University, and a graduate certification in digital communication from the University of North Carolina at Chapel Hill.
Joseph Bates
Legal Associate
Joseph Bates joined Fayetteville State University in November 2022. Prior to joining FSU, he worked as an Adult Protective Services Social Worker with Cumberland County, a Child Support Enforcement Agent with Chatham County, and a Probation and Parole Officer with the State of North Carolina.
Mr. Bates is a United States Marine Corps veteran.
Mr. Bates received a B.S. in Criminal Justice from Fayetteville State University and a J.D. from North Carolina Central University School of Law.
Tamara Davis
Executive Assistant to the General Counsel and Vice Chancellor
Tamara Davis serves as the Executive Assistant to the General Counsel and Vice Chancellor for the Division of Legal, Audit, Risk, and Compliance. Prior to serving as the Executive Assistant, Ms. Davis also served as an Administrative Support Specialist for the School of Nursing at Fayetteville State University.
Prior to being employed at FSU, Ms. Davis was a professional bank manager with 20 years of experience in the financial banking industry where she was proficient in all aspects of bank management and operations, customer service, sales management, and staff coordination. Her experience gained her exemplary sales and customer service skills and thorough knowledge of the banking industry. Throughout her tenure with various financial institutions, Ms. Davis earned numerous Top Performer Awards, and accolades from regional executives for her customer service skills and innovative management techniques that contributed to the success of the financial institution.
Ms. Davis plans to pursue a bachelor’s degree in business management.
Chneadra Floyd
Compliance Specialist / University Investigator, and Protection of Minors on Campus Specialist
Chneadra Floyd currently serves as the Compliance Specialist / University Investigator, and Protection of Minors on Campus Specialist. Prior to serving in this role, she served as a Service Support Specialist in the Division of Business and Finance at FSU.
Ms. Floyd earned a B.S. in Criminal Justice from the University of North Carolina at Pembroke and an M.A. in Criminal Justice from Fayetteville State University.
