Fayetteville State University Office of Human Resources Talent Acquisition (TA) unit provides consultation, recruitment, and employment services that are designed to recruit and retain diverse and talented faculty and staff. An adjunct instructor is a part-time faculty member who is hired on a contractual basis, semester to semester.
- The allowable teaching load for adjunct part time faculty is no more than eleven (11) credit hours per semester.
- New Adjunct hires must have a credential packet and hiring proposal completed by hiring manager for initial appointment. After initial appointment date an EPAF may be submitted. Go to EPAF drop down to learn more.
- Adjuncts who go three consecutive semesters without teaching will be terminated and required to submit a new application for employment. New hire credential packet and hiring proposal for faculty must be completed by chair before a new contract is issued.
Electronic Personnel Action Forms (EPAFs), available through Self Service BANNER, can be used to process the hiring of the following types of employees:
- Adjunct Faculty Rehire teaching appointments
- Adjuncts who go three consecutive semesters without teaching will be terminated and required to submit a new application for employment. New hire credential packet and hiring proposal for faculty must be completed by chair before a new contract is issued.
- Adjunct Faculty who are employed on a permanent basis with another state agency must complete a CP-30 form.
- Permanent faculty teaching credit hour course as overload
- Permanent Staff teaching credit hour course as extra duty
- Please note effective August 1, 2026, SHRA Non- Exempt Employees are not eligible to teach.
An Approval for Non- Faculty Staff to Work as Adjunct form must be submiited for SHRA - Exempt and Exempt Professional Staff (EPS).

EPAF RESOURCES
Employees holding positions that are not subject to the State Human Resource Act, including faculty, senior academic and administrative officers and employees referred to as "instructional & research" who engage in activities such as instruction, research, public service, academic support, student services, student health service physicians, institutional support and library. These positions are authorized and governed by the Code and the regulations in the UNC Policy Manual. Many EHRA employees hold positions that are exempt from the FLSA overtime provisions but not all. An EHRA employee may hold a position that is subject to FLSA.

SHRA positions are subject to the provisions of the State Personnel Act of North Carolina. The State Personnel Act establishes parameters for position classification, salary, and many personnel policies and programs.
A permanent appointment is a full-time or part-time appointment to an established SHRA position. The employee is expected to be retained on a continual basis. Permanent status must be given when:
- The requirements of the probationary period have been satisfied, or an employee in a trainee appointment has completed all training and experience requirements.
- Granting permanent status is contingent upon the employee's attendance at orientation, demonstrated satisfactory performance, and credentials verification.
Hiring Process

Temporary Employment Guidance:
- All temporary employees must take a 31-day break from service after 11 months of continuous employment. Temporary employees may work in an assignment for a period of 11 consecutive months or less, from the date of their first day worked. When temporary employees reach 11 consecutive months of service, the employee is required to take a 31-day break.
- Temporary employees are not eligible to participate in any paid leave or paid time off programs, nor do they receive paid holidays.
- Temporary SHRA employees are eligible to participate in the following benefit programs, tax-sheltered annuity [403(b)] and North Carolina 457(b) Deferred Compensation Plan. High Deductible Health Plan (HDHP) through the State Health Plan of North Carolina: Non-permanent (Temporary) employees working an average of 30 (0.75 FTE) or more hours per week are eligible for coverage under this plan.

Student Employment Guidance:
- Student employees are permitted to work 20 hours per week. This is including any work study appointments the student may have.
- Students may work under multiple appointments, but the total number of hours may not exceed 20 hours in a work week.
Enrollment Requirements
Student employees:
- Must be enrolled in 6 degree seeking credit hours
- Must maintain a "student" status throughout the school year
- Must abide by University GPA requirements
