At Fayetteville State University, it is our priority to make sure your voice is heard and respected. This page is the hub for reporting any incidents or concerns to appropriate University officials. If you see or hear something that gives you cause for concern, please report it. Resources for Reporting Concerns
Members of the University community are encouraged to discuss compliance- related questions or concerns directly with their supervisor, department chairs, deans, directors, or other members of the University administration. The University has also established the Ethics and Compliance Helpline, a confidential reporting mechanism where members of the campus community may report potential compliance concerns by phone at (910) 672-1400.
The Ethics and Compliance Helpline is available 24 hours a day, 7 days a week.
The Ethics and Compliance Helpline should not be used for emergencies. For emergencies, please call the Fayetteville State University Police and Public Safety Department at (910) 672 -1775.
Any dishonest or improper act by an employee such as those that violate the law, waste money, or endanger public health and safety, are of concern to FSU. In addition, North Carolina General Statute § 114-15.1 requires all state agencies, including FSU, to report misuse of state property.
When potential violations are reported, all reports are investigated as promptly and discreetly as possible, with the facts made available only to those who need to investigate and resolve the matter. FSU Ethics Helpline Policy protects employees who have reported suspected criminal activity in good faith from retaliation. Additionally, North Carolina General Statute §126-84 notes that it is the policy of the state that state employees are free from intimidation or harassment when reporting to public bodies about matters of public concern.

If you have been a victim, survivor, or witness to a crime, we encourage you to report it to the FSU Police and Public Safety Department. Please note that any University employee designated as a Campus Security Authority under the Clery Act is required to report crimes to FSU Police and Public Safety.

You should contact campus police anytime you are a victim or witness of a crime on campus. You should also contact campus police if you observe suspicious persons, activities, or vehicles on campus. If you do not feel safe on campus, contact campus police.

The law defines "Campus Security Authority" as: "An official of an institution who has significant responsibility for student and campus activities, including, but not limited to, student housing, student discipline, and campus law enforcement." Examples include the director of athletics, team coach, residence hall director, and faculty advisor to a student group. A single teaching faculty member is unlikely to have significant responsibility for student and campus activities except when serving as an advisor to a student group. Clerical staff, as well, are unlikely to have significant responsibility for student and campus activities. Pastoral or professional counselors acting in their professional capacities are excluded from the definition of "Campus Security Authority." Refer to the List of CSAs below for a non-inclusive list.

The term hazing shall include, but not be limited to, pressuring or coercing a student into violating state or federal law, any brutality of a physical nature, such as striking in any manner, whipping, beating, branding, exposure to the elements, forced consumption of food, liquor, drugs, or other substances, or other forced physical activities that would adversely affect the health or safety of the student. It also includes any activity that would subject the student to extreme mental stress, such as sleep deprivation, forced exclusion from social contacts, forced conduct that would be extremely demeaning or results in extreme embarrassment, or any other forced activity that could adversely affect the mental health or dignity of the student.
For purposes of this section, any activity as described above, or any action or situation that recklessly or intentionally endangers the mental or physical health or safety of a student for purposes, including, but not limited to, recruitment, initiation, acceptance or admission into or affiliation with a university sanctioned organization, shall be presumed to be hazing and a “forced” activity, the willingness or consent of an individual to participate in such activity notwithstanding. Any suspected hazing by an individual, group, or registered student organization should be reported to the University.
Fayetteville State University strongly supports and encourages prompt reporting of sexual misconduct. Reporting provides support and resources to survivors and contributes to keeping the campus safe.
If you or someone you know has experienced sexual misconduct, you should report the incident (s) to the University’s Title IX Coordinator and/ or the University Police Department.
Unless designated as a confidential resource, all Mandatory Employees must report incidents of possible sexual misconduct to the Title IX Coordinator. Those employees designated as Campus Security Authorities must also report to the University Police.

Reporting Intake Form
All Fayetteville State University employees, contractors, and volunteer staff are considered Mandated Reporters (North Carolina G.S. 7B-101,) and have the individual responsibility to immediately report the actual or suspected abuse or neglect of a child.
If at any time you suspect a minor is being abused or neglected, you must notify the following parties within 24 hours of the suspicion.

• Department of Social Services in the county where the juvenile resides or is found as outlined in North Carolina S. 7B-301
