If you are applying as an undergraduate student and believe you qualify as a North Carolina resident for tuition purposes, you will need to submit a Residency Determination with the NC Residency Determination Service.

RDS completes residency determinations for all public institutions in North Carolina. You will only need to complete this process once for all of the NC public institutions to which you are applying.

If you do not complete a Residency Determination, you will be billed at the out-of-state tuition rate.

Military Affiliated Students

If you are currently serving on active duty and stationed in NC, or the dependent of a service member stationed in NC, please submit the necessary form(s) to the Residency Determination Service to qualify for in-state tuition.


Receiving a Residency Decision

If you are applying to a graduate program and believe you qualify as a North Carolina resident for tuition purposes, you will need to complete the North Carolina Residency Form (if not already completed in full on your graduate application to the University).

If you are serving on active duty, a veteran, or a military dependent, you will need to complete either the Active Duty Tuition Form, the Veteran's North Carolina Residency Form, or the Military Dependent Tuition Form, to receive the in-state tuition rate.

Appealing a Residency Decision

If you disagree with your residency classification, you can appeal the decision by submitting the Residency Reclassification Form and Appeal of Residence and Tuition Status Form to the FSU State Residency Committee at or by mail at:
